Permits for clearing a Sunset Beach lot

The Town of Sunset Beach answers the tree question in its own FAQ. Cutting down trees in your yard takes a Fill and Grade permit from the town. Once you apply, an inspector comes to your property and assesses the trees to be cut. You or your builder handle that application. After that, we mulch the brush, saplings and small trees the permit allows, and the trees you keep stay standing. If your project also carries a CAMA permit, the town's FAQ says its own permits are separate from CAMA permits.

North Carolina adds a step for bigger jobs. An erosion and sediment control plan is required when a land disturbing activity will disturb more than one acre. The plan goes in 30 or more days before the work starts. The town also sets construction hours. From Memorial Day through Labor Day, work may run from 7:30 a.m. to 8 p.m. The rest of the year it runs from 7 a.m. to 8 p.m., and no work is allowed on Sundays. The town describes its jurisdiction as a high wind zone. Its website even keeps a page for hurricane island re-entry passes. After high wind, storm cleanup with the mulcher grinds downed brush and small trees where they fell. The chips stay on the ground as cover. Trees on a house or a power line belong to a tree service and the utility. Where the ground is still soft or holding water after a storm, the work waits for a dry stretch.

The town's Public Works staff notify everyone who owns a vacant lot about a semi-annual vacant lot maintenance program. An empty lot between built houses fills in with brush, vines and saplings. If trees on the lot need to come down, the town's Fill and Grade permit comes first. Brush clearing on a grown-up vacant lot then grinds that growth into mulch right where it stands. Saplings up to roughly 6 to 8 inches across go down with the brush. The chips stay on the lot as ground cover.
